Steven, guerillas hold territory where they can count on the sympathies of the population. The classic case is where the government holds the cities and the guerillas hold the hills. Sadr was trying to create his power base in the Shia centers, and if he had really had the population and the major clerics behind him, he would have won and be there still. He didn't and he isn't. Declaring any battle that the US wins insignificant and declaring any political compromises the US makes as terribly significant and horribly wounding is setting up a playing field that is always tilted towards US defeat. It is a political game, I agree with you there, and the name of that game is hammering out a compromise solution. To that end, coming up with a solution that Sistani and the other clerics bless that doesn't tear apart Iraq is a victory. It's not a total victory or a permanent victory - such animals don't exist in politics. If it leads to elections without the various parties contending with ballots not bullets, it's a significant victory.
