a personal point of view: it's kinda situation like in Roman times, when a Roman citizen even in the darkest corner of the empire could appeal to the Emperor ("Appelo ad Caesarem"). Well, actually you did not need to, except if you were a hothead like St Paul, but otoh it was a nontangible, that made a huge difference. Same with Ken. You dont need to apeal to him.
