An equal vote? I guess it would depend on what you meant by "equal". After what happened in Florida I am not all that impressed with the "equality" of access to the voting booth, and I think firms like Diebold make the whole concept of believing in the accuracy of the vote a dicey thing.

Better civil service? Norway, Finland, Sweden, Canada, Australia, probably New Zealand- however I'll defer to Maurice on that one... There are more countries that probably have a more dedicated civil service, but off the top of my head I come up with those countries listed above. All those countries have better educational rankings than the US- and all but Canada are more livable, at least as defined by some surveys.
