Yes, bin Laden was involved financially in the plant. But Iraq was also involved in the plant. A chemical that was used only for the production of IRAQI VX was sampled (by the CIA) outside the plant (verified by an non governmental laboratory). The plant was blown up, shortly before the factory was to send a shipment of "animal medicine" to Iraq. Clarke also notes in his book, that a major al Qaeada member (after capture) admitted that al Qaeda was trying to develop chemical weapons in the Sudan.
