Yes, at least on the conceptual level.

When the statement "All men are created equal" was first uttered, I am sure there was great gafaw on practical discourse.

So, yes. Can we define the conditions that are being met when justice for all is present?

Perfect justice is when everyone's needs are being met absolutely and simultaneously. But that definition extends into a much more metaphysical plain than I am seeking at this point.
