The plan with respect to the terrorists, especially Al Qaida, is to disrupt their networks and cut down their leadership. That is primarily a matter of intelligence and the use of special forces. In addition, it is to use diplomacy backed by military might to discourage states from sponsoring or otherwise aiding such networks. That is why the timetable is indeterminate, because it is essentially a war of attrition.
