I don't view it as a subsidy for having babies. There could be a cap number of children that a family can get the payment for.

It is just that in every country of the world (including the current US tax law), there is some sort of tax break for child dependents, and in addition, there is subsidy for impoverished children (welfare). A pure consumption tax based tax system needs a break for children, and why not combine it with elimination of welfare (one agency could take of both functions).
