Regular gerrymandering was an ancient art long before that, exclusion of voters, as were single-seat districts and how to handle colonies even within the union.

However, intersting that not even Moore dares to touch that two-party issue, nor does Nader, nor anyone after some Lani suggested 3-seat-districts.

Even Australia has fun with that, although everyone else have fun with them
