The Lesser Evil: Hard Choices in a War on Terror
Michael Ignatieff
Edited transcript of remarks, 1/23/04 Carnegie Council Books for Breakfast (Merrill House, New York City).

"The point of ethics," Ignatieff says, "is to enable us to encounter the reality of evil without succumbing to its logic, to combat it with constitutionally regulated lesser evils, without falling prey to greater ones."

Ignatieff has thought a lot about lesser evil, I recommend this link, he provides more than enough for anyone to chew on. (this quote from one his book reviews, can’t remember where I got it)
