Kerry has always stressed we must remain engaged in North Korea. I think I remember hearing him say "talking costs us nothing". It is a carrot and a stick approach.

The Axis Of Evil speech set back US-NK relations to the brink of conflict. Now finally in an election year Bushies are returning to what Kerry was telling them to do all along. Same is true with Iran. Keep your enemies close, remember.

I thin the Axis Of Evil speech was just a Reagan copycat thing, but no real thought went into it. It turned out to be extremely counter productive as it raised the paranoia levels in NK and Iran to the point where there could be no meaningful diplomacy.
