The right was screaming "tail wagging dog" every time Clinton dropped a bomb, creating an atmosphere in opposition to military intervention. (Thank you Reps) And then also, if Al Gore had been chosen president perhaps he would have been more on the ball about al Qaeda's threat to the U.S. The Washington Post figured (according to Moore) that Bush Jr. spent 45% of his term before 911 on vacation. In fact, the movie shows Rice, Rumsfeld, Ashcroft and Bush, pre 911 saying such things as al Qaeda not presenting a threat and Iraq as too ill-equiped militarily to pose a threat.
