Not really; it's self-regulation for the sake of promoting positive discourse, which is something of which I'm a fan.

I agree that positive discourse is a good thing; however it requires two people working at it.

Therefore, I have mostly positive discourse with Ten. I mostly do not have positive discourse with Harris.

To try to have positive discourse with someone who is intent on having something else is bucking for sainthood. I am not going to even try to go there.
