I hope not that Bush is playing games again. IMO, Allawi will be forced to reduce the US troops. Handing over sovereignty is always done with pomp and glory. The latest being the handover of Hong Kong. The Iraqi handover was not similar is it? It was done so to say "in the middle of the night". I think I have said enough on this.
