Moore's film is a documentary. It's also propaganda. So what? It's cleverly done. Moore only shows actual footage and documents, so you know he's not making up facts. Then he asks questions to make the viewer think about what he's witnessing. Is the presentation one-sided? Absolutely! That said, I challenge any "Friends of W" out there to see the movie, look at the documentary "evidence" Moore presents and come back here and present a different take on what you saw.
