From a linguistic point of view, Bush's speeches were misleading- whether he intended them to be, or not, is another question- but the closeness of some of the unrelated points, led people to believe what they believe. Anyone who studies language could tell you that was likely. People are designed to relate things, and to draw connections. I am pretty sure speechwriters know about this.
