This simply is not true, Nadine. Far from running wild Saddam telegraphed his intentions toward Kuwait to us. Unfortunately we telegraphed back the cryptic reply that we weren't interested in the Kuwait/Iraq tensions. That's hardly Saddam "running wild". Saddam was wily and fairly astute as a politician. His Iranian adventure (which you will recall the US approved of) was a mistake- but made a certain amount of sense if you remember why the two countries were fighting, and, again, could hardly be called "running wild".

Overstating the situation, or getting unduly creative, makes everything else you say suspect.
