I think Dick Clarke did say both in the book and on TV that it was his decision....

It's in the book, as I recall; don't know about the television stuff. And I don't doubt he thinks he made the decision. My only argument is that it's unlikely he was the only or perhaps even the final one to sign off on it because it required making arrangements with the FBI that, by that point in time, the 13th and/or 14th of Sept, were, more than likely, no longer within his authority, at least his sole authority.

My word for all that is that it's a "stretch" to believe that Clarke alone was the sole responsible party by that point. I don't think he's lying.
