Europe taxes the hell out of gasoline and they aren't living in the stone age. In fact, I paid $6.00/gal for gas on a trip in England in 2001 (probably more in today's more expensive market). It would just force Americans to think a lot harder about what mode of transportation they use. It cost me $70 just to fill up my gas tank in England. That makes you think twice.
