They could well have stopped the explosions from happening. In fact, Spanish intel [which is better than ours] was very close to cracking the case; however, they hesitated when they should have moved.

Better question: how would a military deployment of Marines prevented Madrid? Answer: no way. At least with good intel, we stand a chance.

Look at MOSSAD, they pick up where the leaders of Hamas are and then the Israeli military deploys helicopters to selectively take them out.

Do you think American intel can do that $h*t? Not in a million years.
