If you don't want to go that far, how about an instant spot of excommunication, sanctions, blockade and travel restrictions should get them to realize that behaving in a civil manner on a small planet is in their and everyone's interests.
Those in favour? If an actual attack is required, I suppose we should have 80% NUN approval. Blockades could be rated at 70%. Travel restrictions at 51%.
With graduated penalties, most people would find it worthwhile to play nice.
Without even voting, Faultline, Colinisation Powell and Kofi could swing by and explain clearly that continued misbehaviour will have particular consequences of an undesirable nature.
