That doesn't happen in the Government in a short period of time. No matter how much time was available to make a decision, I'd bet money that part of that decision process was a decision on who would be the designated decision-maker. That may have involved nothing more than a couple of minutes of a conference call or a few lines in an email, but I'd be surprised if it didn't happen.
