You should read the article by Bruce Bartlett, a conservative, in the New York Times today.

After inheriting a deficit of 4.7% of GDP in 1992, Clinton turned this into a surplus of 2.4% of GDP in 2000. This year's deficit will reach only 4.2% of GDP. Federal spending fell to 18.4% of GDP in 2000 from 22.2% in 1992. Entitlement spending fell to 10.6% of GDP in 2000 from 11.5% in 1992. Clinton signed a welfare reform. Remember?
