Thats PROBABLY their reasoning. After what happened to Saddam, I kind of doubt they have any territorial ambitions, (though that doesnt mean they wouldnt like to influence their neighbors), and certainly neither they nor any other nation today besides Russia and China could ever begin to think they could have a program significant enough to threaten the USA directly. jdn
