I do not have bookmarked a comparison as a percentage of the federal budget, I was looking at raw numbers, but you are right, that is somewhat misleading. Also, leaving the Bush record out is misleading, so maybe I will research when I feel I have more time.

I agree with Bartlett that Clinton deserves some credit, especially on free trade, but I disagree that it doesn't matter that the Republican Congress had to force tax trimming and hold down spending.
