Much of it, has to do with seasonal adjustments. In actual jobs, there was an increase of an estimated 484,000 payroll jobs in June.

Employment non farm payroll numbers (not seasonally Adjusted) May 2004 - 131,875,000; June 2004 - 132,359,000; +484,000.

Employment non far payroll numbers (seasonally adjusted) May 2004 - 131,189,000; June 2004 - 131,301,000, +112,000.

If you look at household data for employment numbers (seasonally adjusted): May 2004 - 138,772,000 employed; June 2004 - 139,031,000; +259,000.

Numbers from bls website.
