Don't we have certain requirements to fulfill under the NATO alliance? Are you suggesting fulfilling those requirements is tantamount to undertaking a pre emptive war like in Iraq.

The question was unauthorized declaration of war on Yugoslavia by Clinton, and according to Tom, Clinton broke the law.

Yes, since WW II, presidents have pre-empted Congress's constitutional authority to declare war. It needs to stop.......if for no other reason than some presidents don't know when not to pick a fight.
