From what I understand is that they don't have to fill your order if they don't want too. I have had a couple of times in the past where I had a limit order in place and the stock ask price dropped below that and my order wasn't filled.

Does anyone know if you have a cash account, you still have to call in the certs to insure that the shares cannot be shorted? Or, by just having them in a cash account does that? TIA
