Then it is fair to say that Congress is no longer really in control of the money on the expenditure side.

In which case the vested interests BEHIND the military expenditures are effectively running all that money and in fact driving the policy that is associated with the expenditures.

And who, exactly are they?

This is not information in the public domain as far as I know.
