Reagan, of course, never had that problem. During his administration, HUD served as a trough for snorting and grunting supporters. Then there's the S&L debacle. None of which bothered the Great Communicator, as I recall. He once came up to his black HUD secretary Sam Pierce and shook his hand saying, "How are you, Mr. Mayor? I'm glad to meet you. How are things in your city?" Ha ha. That's leadership. I don't believe Pierce was ever charged in the Reagan HUD scandal, even though he acknowledged funneling contracts to Reagan cronies and contributors. M2
