The weirdest thing about the 7 minutes that Bush was dumbfounded is what Andrew Card chose to whisper in his ear.

Before going in to the classroom, Bush knew the first plane had hit. After the second hit, you would think Card would tell him "another plane has hit the world trade center."

Instead he whispered "the nation is under attack." Given the gravity of the situation I imagine he chose his words carefully.

I think what he was really telling Bush is that, as President, he couldn't continue to sit there like an idiot while people were flinging themselves off the World Trade Center. Of course you can't tell the President what to do, so he used those words as a hint.
