Btw, big-web-media-war going on. These "Guthrie-copyright", "public service" organizations all use realmedia for archived content, while others are supporting the mediaplayer.

That is, one reason for this latest law suite EU-Windows-RealNetworks.

However, somebody has to come up with the money and not everyone has a constitution demanding the government to keep the citizens informed. (goes back to being informed of upcoming elections, candidates and their policies and issues, debates, etc)

However,however, any two-party system have their own special dilemmas, just like what BBC is going through and that 1996 telecommunication bill of US, skipping the "fair,balanced" stuff for Gingrich and Murdoch.
But "fair,balanced", "equal time" is kind of funny in a two-party, winner-takes-all system

That is, a "neutral" system is only half of a constructive system, the other half is "opinions", sometimes very "weird" ones are needed to offset the "neutrality".

However, not much of this seems to be possible in a two-party system as it just stumbles on that 50-50% stuff.
