It is within acceptable bounds to make your best case. All instances where an assertion was erroneous might just as easily be explained as inadequate staff preparation (fact checking and editing speeches) as deliberate lying. Clinton has made clear that the same kind of intelligence on Iraq was given him as had been given Bush, so it is impossible that the Bush Administration manufactured the principal allegations. A lot of charges, such as that Bush characterized the threat as "imminent", are simply false. (He expressly said that the threats were not "imminent"). Overall, there has never been a proven, or even probable, case of lying.
