So, the official story is that the U.S. began to develop relations with Saddam in 1982/83. Of course, these things don't start with a public handshake ...

That was just the culmination. Here are various tidbits of info on the murky beginnings of the relationship:

1979 - CIA opens Baghdad office with Saddam's approval (1)

April 1980 - Five months before Iraq's invasion of Iran, Zbigniew Brzezinski, President Carter's national security advisor, signaled U.S. willingness to work with Iraq: "We see no fundamental incompatibility of interests between the United States and Iraq." (widely documented)

July 1980 - Brzezinski meets with Saddam in Amman, Jordan to discuss coordinated efforts to oppose "Iran's reckless policy." (2) Said Arbush cites the Brzezinski/Saddam meeting, but dismisses it. He believes the meeting involved Saddam and 3 CIA agents. (3)

August 1980 - The State Department wins clearance to export General Electric engines to Italy for eight naval frigates that country was building for Iraq. (4)

Also, Iraq signals readiness to increase commercial relations by requesting to buy 5 Boeing 747s. This sale was approved by Reagan in 1981. (3)

August 1980 - Saddam visits Prince Fahd in Saudi Arabia and tells him of his plans to invade Iran. Journalist Robert Parry reported that in a secret 1981 memo, Secretary of State Al Haig noted, "It was also interesting to confirm that President Carter gave the Iraqis a green light to launch the war against Iran through Fahd." Fahd was Saudi Arabia's crown prince and is now king. (5)

September 1980 - Iraq invades Iran
