I see CB has already responded by citing the presence of our troops in Germany and Japan.

I'd add that the presence of terroristic violence against both Americans and other foreigners and Iraqi government officials is not relevant and not unique to Iraq. American troops have been attacked by terrorists when stationed in Saudi Arabia, when visiting a port in Yemen, and many other places. In fact, I recall American servicemen and military installations being targeted by terrorists in Germany during the 1970's and 1980's. None of these attacks mean the US was an occupying army in these nations.

At present, our troops are in Iraq with the approval of a free internationally recognized Iraqi government. Not to mention the UN.
