So Jimmy Carter gave a "green light" to Saddam to invade Iran. According to gonzo conspiracy journalist Robert Parry that is.

Parry was one of the pushers of the October Surprise conspiracy story and the Consortium stuff you linked to in footnote 5 to seems to be an offshoot of that bigger "story". (I won't comment on the FinalCall source.) Unfortunately, the whole October Surprise story seems to have been discredited:
