Do you really consider Saddam's paying $30,000 a head to the families of suicide bombers in Israel harmless "support"? It was a nice move on Saddam's part. Israel had begun a policy of demolishing the homes of families of suicide bombers. This is a flagrant violation of the Geneva Convention.
