The Atta story is not a total fabrication. The Czechs still insist that the Atta story was true, it was the CIA that raised circumstantial doubts. The one year estimate was the low end estimate being offered by the intelligence services, as in "from one to five years". I cannot remember Cheney's phrasing, but it was certainly not a total fabrication. Don't know about the power plants, but given your track record, I doubt it is as you say........
