Andy, The price of the secondary is tied to the stock price. When LGND did their secondary, LGND was selling at about $14 when they announced the secondary at $12. Since there is no difference between the shares, the market price settled in just above the offer price. Usually, Biotechs don't like doing secondaries if their price is below $15, but they love doing one when the price is about $30.
