Well, here's the relevant definition:
2. occupation - the control of a country by military forces of a foreign power

I think Allawi is in control. And I wouldn't be surprised to see the Iraqi government display some independence - in fact on that subject, I heard a brief discussion on the radio this morning about some sort of amnesty program Iraq might have which would be extended even to people who have
killed Americans. The people discussing it were upset about this and I understand why. The idea of people who have killed Americans getting some kind of amnesty makes my skin crawl. OTOH, it certainly is evidence of the new governments independence.

Re. French assistance during our Revolution, you are the one who brought up the ..if another country came in and removed.. argument. Just thought I'd point out we did have a foreign army's help at Yorktown removing the previous British government. Of course, our revolution was
homegrown even if Washington did have a French marquis at his side throughout most of the war. What would modern day propagandists make of that?

Off topic - It'd be interesting to compare and contrast Lafayette's role in coordinating French assistance to the American revolutionary forces to our SF's aid to the Afghan Northern Alliance and Kurdish peshmerga in the modern era.
