I don't know... Bob Herbert did a great article two weeks ago about a doctor that the Bush administration had paraded around as a great example of a doctor having to shut down his practice because of "frivolous" malpractice suits. As it turns out, the guy had been shut down because he had engaged in some pretty egregious cases of malpractice. The administration has since shied away from the guy.
