In this arena, there are not certainties, only choices. In order to make rational choices, you have to consider how facts on the ground are likely to develop into future events, then plan for the contingencies, then plan again for the responses to those events. It's exactly what policy makers and wonks do.

Do you play chess? I do. The trick to winning chess is to effectively anticipate and plan more moves ahead than your opponent can. The kinds of issues we are dealing with are much like chess.

By the way, when I hear the "but you are just an 'if' person!" argument, I know that the other side is ready to agree with me but can't bring himself or herself to do so for reasons that have little to do with the merits of the argument.
