-------------------------------------------------------------------------------- Description: Foreign Military Sales (FMS) is a key component of the overarching U.S. Security Assistance Program. FMS is a non-appropriated program through which eligible foreign governments purchase defense articles, services and training from the U.S Government. As FMS case managers, PMS325 provides acquisition, repair, refurbishment, transfer, technical, logistics, and training support of boats and craft, ranging from 5 to 85 meters to FMS customers worldwide.
Program Notes: The total value of FMS cases managed by PMS325 over the past three years has exceeded $340M with 64% boat and craft procurements, 28% equipment procurements, and 8% Mobile Repair Team (MRT) efforts to over 38 countries in Latin America, Europe, Africa, Asia and the Middle East. In addition to the complexities of working to deliver military articles and services under DoD 5000 and Federal Acquisition Regulations within Security Assistance case and financial management policy, each case poses unique requirements, logistics, communications, political, and cultural challenges.
Details: Recent key FMS acquisition programs included the co-production of twenty-two 78FT Patrol Craft Fast (PCF) for the Philippines, procurement of thirty-one 11M Naval Special Warfare Rigid Inflatable Boats (RIBS) for Israel and Egypt, and the procurement of eight 19-35FT patrol boats for Zimbabwe. Technical efforts included the price and availability development of the 85m Corvette for the Philippines and specification development for the 61m Fast Missile Craft for Egypt. MRT efforts included repair and refurbishment services for Patrol Coastal Craft (PCC) and Route Survey Vessels (RSV) for Egypt, 65FT Patrol Boats for Albania and Ghana, Landing Craft for Tunisia, and 78FT PCFs for the Philippines. MRTs are also assisting in Peru and Sao Tome & Principe.
In South America, PMS325F provides non-FMS case technical, logistics, mobile repair, and material procurement support to the Riverine Interdiction and Counterdrug Brigade Programs of the Deputy Assistant Secretary of Defense for Counternarcotics (DASD(CN)). In addition to acquisition of boats, communication equipment and other material, the PMS325F team directs MRTs for repair and maintenance services, develops and installs communication centers throughout the riverine infrastructure, supports design and assembly of electronics and engine repair facilities, and conducts in-country boat reactivation and break-in. Countries recently supported for DASD(CN) include Bolivia, Colombia and Peru. |
