This is accurate enough, but the reference to "a training camp" is deceptive. Training certainly goes on, but not at fixed facilities. The individuals involved are mobile, and while different places serve as training camps at different times, I don't think there is a central campus of AQ university on Mindanao.

The key people are more likely to be moving among towns than running around in the bush with armed bands.

It also has to be understood that the MILF is by no means a monolithic entity with a clear chain of command. Things get sloppy out in the field. There have been serious differences between the MILFs religious and military leaders since Salamat Hashim died, and it's not always clear who is pulling the strings in any given incident.

The training is not a bad idea, though deficits of will are as large a problem in the Philippine military as deficits of equipment and ability. I hope they send good people. Absolutely nothing is anything like what it seems down there. The normal rules do not apply in the Liguasan Marsh. Even by SF standards, there are some seriously off the wall places in that part of Mindanao.

The US just pulled a $30 million aid package to the area. I don’t think that’s a bad thing. There need to be conditions for these aid packages, and it has to be understood that while we are willing to help, there are things that have to happen before we open the wallet.
