Well...my belief and that of many others is that the decision was made way in advance and in absence of any intelligence (in both meanings of the word). Then a desperate search was made to find any "intelligence report" that promoted that decision. However that is just me.

Assuming we take your position at face value, then we are left with three conclusions (1) the people involved are too incompetent not to recognize glaring mistakes that were clear to amateurs and were proven and published by main stream media. To be this wrong about something so important is a good justification for persecution for deliration of duties. (2) The people who read those intelligent reports and based their decisions upon it were equally incompetent not to see these same glaring mistakes that others found out easily and quickly. (3) Once the plagerization and fake documents were pointed out, the administration did not care enough to verify the rest of their facts and to place more competent people in charge. This last part goes towards my reasoning for the opinion I expressed in the first paragraph.
