As nobel as that policy is, if I implement it by killing every unhappy person on earth, I have wronged. Toppling Saddam's regime had many solutions, including motivating him to change internally, aiding the opposition, assassinating Saddam, or buying him out under threat...and I am sure there are solutions that I have not thought of either. I am not going to debate these solutions. The point I am making is that implementation of a policy is often more important than the policy itself.
