Israel has and gets to keep its nukes because, unlike its neighbors, its foreign policy does not require destruction of contiguous states. Plus, it will never use them unless it has to, never agressively.

They are a terrific deterrent. If the Sam's Club special on nukes that Pakistan was running ever resulted in, say, Syria, Iran, and Iraq obtaining nukes, Israel would be wiped off the map. The fact that it can devastate any country that attacks it first with nukes means it won't be attacked with nukes. Capiche?
