Not the CA energy extortion allowed by Bush's FERC. I was a CAnian then, and it seemed pretty clear Enron and the rest had been given the green light to screw CA. This was during the same period when the Cheney secret Energy Task Force was meeting, featuring Ken Lay, among others..
