It is up to society to help address culture problems,.. Absolutely. I don't think we know the ways to fix this problem.

Nor do we, I think, know what government programs might make a positive difference. The only incentive I can think of which might (repeat, might) have an impact is school vouchers. Give parents a way out of institutions and the accompanying social environments which are failing.
