No, Bush clearly and absolutely lied. He was refering to the mobile labs they claimed were WMD's sites, but they knew our own military had similar vehicles which are simply hydrogen gas generating plants. This was a deliberate, crass and immature lie by a leader who just doesn't give a damn about real morality.
