You can go open up an account anywhere you want. Get the clearinghouse number from your new broker and tell them you want to do a DTC transfer to mover shares from an existing account to open the new account.

Then you call your current broker, in this case, ETrade, and you insist on doing a DTC transfer to move XXXX shares to your new account.

The stipulations are that it can't be an IRA account, and that both accounts have to be registered the same, i.e, same SSN and names on the account. They can take your order over the phone. You don't even have to fill anything out or sign anything. In 1-2 days the shares will be in your new account.
